Cuban economist Arturo López-Levy warned that "recent measures in the Caribbean are likely to sharply reduce oil supplies from Venezuela to Cuba," adding that "the impact on Cuba will be catastrophic."

The oil cooperation between Cuba and Venezuela began with the 'Cuba-Venezuela Comprehensive Cooperation Agreement' signed by Fidel Castro and Hugo Chávez in 2000.
