Bulgaria's 'Continuing the Change' Party Transitions to Single Leader System Under Asen Vassilev
Former Prime Minister Kiril Petkov Among Major Leadership Departures; 10 of 13 Executive Committee Members Replaced

- •Bulgaria's 'Continuing the Change' party conducted a major reorganization by electing Asen Vassilev as sole leader and replacing 10 of 13 executive committee members.
- •Founding member and former Prime Minister Kiril Petkov stepped down from the executive body and moved to the National Council.
- •The party reformed its operating system by establishing an independent Ethics Commission with authority to investigate corruption.
Launch of Single Leader System
Bulgaria's centrist party 'Continuing the Change' (Produlzhavame Promyanata, PP) has undertaken a major leadership overhaul by electing Asen Vassilev as its new party leader. At the party congress held on September 28, Vassilev was approved as the sole candidate with a unanimous vote of 289, becoming the party's only representative.
This reorganization replaced 10 of the 13 existing executive committee members with new figures. Notably, founding member and former Prime Minister Kiril Petkov stepped down from the executive body to move to the 80-member National Council. Petkov became the top vote-getter in the National Council election with 253 votes.
Key Personnel Changes
Major figures excluded from the executive body include Lena Borislavova, Members of European Parliament Hristo Petrov and Nikola Minchev, and Pazardjik Mayor Petar Kulenski. Borislavova is also expected to run as a National Council candidate.
The new executive committee includes former Prime Minister Nikolay Denkov, currently detained Varna Mayor Blagomir Kotsev, and Blagoevgrad Mayor Metodi Baykushev. Other members are Vasil Pandov, Mihal Kambarev, Stoyu Stoev, Ivaylo Shotev, Bogdan Bogdanov, Benko Sabrutev, Vyara Todeva, Tony Stoycheva, and Tatiana Sultanova.
Party Operating System Reform
Leader Vassilev announced the creation of a deputy leader position through amendments to the party charter. The deputy leader will be elected from among executive committee members and approved by the National Council upon the leader's proposal.
An independent Ethics Commission has also been newly established. Composed of nine members, this commission has the authority to independently investigate and take action on corruption reports or ethics code violations. The commission will elect its own chairperson.
Future Challenges
In his acceptance speech, Vassilev emphasized the importance of collective leadership, stating, "You can't go far alone. You need a team." He pledged the party's solidarity, saying "we will fight to the end."
Since its founding in 2021, 'Continuing the Change' has emerged as a new force in Bulgarian politics, but has recently faced political difficulties. This major personnel reshuffle is interpreted as the party's attempt to seek a new direction.
Future Outlook [AI Analysis]
This leadership reorganization appears to be an attempt by 'Continuing the Change' to establish a clearer command structure centered on a single leader. The transition of founding members from executive roles to advisory positions likely represents a strategy pursuing both generational change and responsibility distribution.
However, the appointment of a detained individual to the executive committee may be controversial going forward. While the establishment of the Ethics Commission appears to be a mechanism to address such concerns, it remains to be seen how much practical independence and authority it will have.
As the position of centrist forces weakens in Bulgaria's political landscape, it will be noteworthy whether 'Continuing the Change' succeeds in reorganizing through this reshuffle.
