The World Health Organization (WHO) has declared the Ebola outbreak in the Democratic Republic of the Congo (DRC) a public health emergency of international concern. This decision recognizes the risk that the outbreak in the DRC and Uganda could have global impact. WHO Director-General Tedros Adhanom Ghebreyesus announced at the World Health Assembly in Geneva, 'Earlier this week, I declared a public health emergency.'
The DRC Ministry of Health reported 131 Ebola-related deaths as of Tuesday, based on 513 suspected cases. DRC Health Minister Samuel E. Roger Kamba stated, 'The outbreak worsened because an incorrect virus type was detected in initial testing,' and 'This led to false-negative results, delaying response time by at least two weeks.' Confirmed death locations include Ituri Province and North Kivu Province, as well as areas such as Buna, Goma, Mbandaka, Butembo, and Niakunde. One death has been reported in Uganda, with one additional suspected case.
The U.S. Centers for Disease Control and Prevention (CDC), part of the U.S. National Institutes of Health (NIH), confirmed that a U.S. doctor stationed in the DRC has been infected with a new Ebola virus strain. The CDC did not provide further details on the doctor's health status. The CDC stated, 'We are continuously monitoring this situation and maintaining systems to rapidly detect and respond to public health threats.' However, no approved vaccine or treatment is currently available for this virus, and treatment remains limited to symptom management and fluid replacement.
A variant of the Ebola virus, Bundibugyo, was initially misidentified in testing, resulting in false-negative results. This error delayed the identification of infected individuals by at least two weeks. Matthew M. Caverley, PhD, from the University of Georgia's Global Health Policy and Politics Center, noted, 'Because an incorrect virus type was detected in initial testing, false-negative results occurred, delaying response time by at least two weeks.' He added, 'We are chasing a very dangerous pathogen while already behind.' This situation mirrors the 2012 outbreak in Isiro, which saw 57 cases and 29 deaths.
The DRC government has announced plans to open three Ebola treatment centers in Ituri Province. WHO will dispatch an expert team to support on-site response efforts. The CDC has advised U.S. travelers visiting the DRC and Uganda to 'avoid people showing symptoms and exercise greater caution regarding symptoms,' including reporting any signs of fever, muscle pain, or rash to health authorities immediately.
