Prosecutors Face May 1 Deadline

A federal court in Minnesota has ordered prosecutors to hand over key records on Immigration and Customs Enforcement (ICE) officer Jonathan Ross, who fatally shot civilian observer Renee Good during an immigration enforcement operation in January 2026. Judge Jeffrey M. Bryan directed prosecutors to submit the materials to a magistrate judge by May 1, who will then determine which files can be released.

The materials include Ross's personnel and training file, statements made in the 60 minutes before and during the shooting of Good, statements from federal officials, witness accounts, medical records related to Ross's fitness for duty, cell phone data, and body-worn camera footage.

The Shooting and Its Fallout

On January 7, 2026, Ross shot Renee Good — a civilian observer — during a confrontation amid a months-long immigration crackdown in Minneapolis. Good died from her wounds. Three days later, protesters marched through the city calling for Ross's arrest.

The court order stems from a separate case involving Ross. In June, Ross broke a window in Roberto Carlos Muñoz-Guatemala's car and fired a Taser during an attempted arrest. Muñoz-Guatemala fled and was later convicted of dragging Ross with his vehicle. His defense attorneys filed the motion that led to Thursday's order.

Calls for Accountability

Defense attorney Eric Newmark called the ruling critical both for his client's defense and for public understanding of Good's death. "As Minnesotans, we're frustrated with the apparent lack of a full investigation, the lack of prosecution, and the lack of federal cooperation with local authorities," Newmark said.

The case has become a flashpoint in the broader debate over the transparency and accountability of federal immigration enforcement agencies under the current administration.
