SAVE America Act Ad Misuses Pre-Bill Poll and Misleads on Voter ID
Ad cites outdated Pew survey from before the bill existed; newer polling shows Americans more divided

- •The pro-SAVE Act ad cited a Pew poll conducted before the bill even existed.
- •The bill requires stricter documentation than most existing state voter ID laws.
- •The legislation passed the House but stalled in the Senate short of 60 votes.
What the Ad Claims
A nationwide ad urges Americans to contact their senators and push for passage of the SAVE America Act, a bill that would mandate photo ID for voting across the country.
Produced by Restoration of America, a coalition of conservative advocacy groups, the ad states that '83% of Americans support requiring a photo ID to vote' and claims 'most of the civilized world requires it, but we don't.'
However, fact-checkers found the ad misrepresents polling data and inaccurately portrays international comparisons.
The Problem with the 83% Figure
The statistic comes from a Pew Research Center survey conducted in August 2025, which found 83% of adults supported requiring government-issued photo IDs to vote — including 71% of Democrats and 95% of Republicans.
The figure itself is credible. The problem: the SAVE America Act was not introduced until January 2026, months after the poll was conducted. The survey never asked respondents about the specific bill.
Polling conducted after the bill's introduction — including questions about its specific provisions — shows Americans are far more divided.
The Bill Goes Much Further Than Most State Laws
Voter ID laws in the U.S. are set at the state level. Currently, 36 states request or require some form of ID at the polls, with only 10 requiring photo ID specifically.
The SAVE America Act would go further, requiring not just photo ID but documentary proof of citizenship — such as a passport or birth certificate — to register. Mail voters would also need to submit a copy of their photo ID, making the process significantly more burdensome.
The House passed the bill in February 2026, but it stalled in the Senate, falling short of the 60 votes needed to overcome a filibuster.
Background: The Noncitizen Voting Myth
The bill stems from repeated — and largely unfounded — claims by Trump and allies that noncitizen voting is widespread. Federal law already prohibits noncitizens from voting in federal elections, and documented cases are exceedingly rare.
What Polls Miss
Voting law experts say polls on voter ID consistently oversimplify the debate by framing it as a binary yes-or-no question. Critics of stricter ID laws warn that requirements disproportionately affect Black and young voters who are less likely to possess current government-issued photo IDs.
Historical Thread
The voter ID debate traces back decades, gaining momentum after the Supreme Court upheld Indiana's photo ID law in 2008. Following the 2020 election and Trump's fraud claims, federal-level ID mandates became a top Republican priority — culminating in the SAVE America Act.
Outlook [Expert Analysis]
The bill is unlikely to clear the Senate's 60-vote threshold in the near term. Beyond Democratic opposition, some Republican senators wary of federal overreach into state election authority may withhold support.
Experts say the core challenge going forward is shifting the debate from a simple 'for or against' voter ID framing to a detailed assessment of how specific provisions affect voter access — the real crux of the issue.
