The Problem with the 83% Figure

The statistic comes from a Pew Research Center survey conducted in August 2025, which found 83% of adults supported requiring government-issued photo IDs to vote — including 71% of Democrats and 95% of Republicans.

The figure itself is credible. The problem: the SAVE America Act was not introduced until January 2026, months after the poll was conducted. The survey never asked respondents about the specific bill.

The Bill Goes Much Further Than Most State Laws

Voter ID laws in the U.S. are set at the state level. Currently, 36 states request or require some form of ID at the polls, with only 10 requiring photo ID specifically.

The SAVE America Act would go further, requiring not just photo ID but documentary proof of citizenship — such as a passport or birth certificate — to register. Mail voters would also need to submit a copy of their photo ID, making the process significantly more burdensome.

The House passed the bill in February 2026, but it stalled in the Senate, falling short of the 60 votes needed to overcome a filibuster.

The bill stems from repeated — and largely unfounded — claims by Trump and allies that noncitizen voting is widespread. Federal law already prohibits noncitizens from voting in federal elections, and documented cases are exceedingly rare.

Voting law experts say polls on voter ID consistently oversimplify the debate by framing it as a binary yes-or-no question. Critics of stricter ID laws warn that requirements disproportionately affect Black and young voters who are less likely to possess current government-issued photo IDs.
