A System Overhaul 46 Years in the Making

The U.S. Selective Service System, the federal agency that maintains a registry of draft-eligible Americans, will begin automatically registering eligible men later this year, abandoning the decades-old self-registration process. It marks the most significant structural change since registration was reinstated in 1980.

According to a U.S. government official, the plan has been in the works for years, with the Selective Service pressing Congress for an overhaul. The official cited "sliding numbers" of voluntary registrants, the looming possibility of conflict with a near-peer power like China, and the Trump administration's drive to build "comprehensive federal databases."

Why Now

In 2024, only 81 percent of eligible men registered — a 3-percentage-point drop from the previous year. Over 100 million men have registered in the past 46 years, but the downward trend is clear. Automatic registration is designed to eliminate this attrition entirely.

Under current law, men aged 18 to 25 are required to register. Failure to do so is a felony, stripping violators of access to federal employment, student loan eligibility, and potentially carrying a five-year prison sentence. Despite these penalties, registration has continued to decline.

On April 10, White House press secretary Karoline Leavitt told Fox News that President Trump "keeps his options on the table" regarding a potential draft revival. However, any actual draft would require Congressional approval.

The Draft's Long Shadow in American History

The U.S. peacetime draft, launched in 1948, became the backbone of Vietnam War mobilization. Approximately one-third of men who served in Vietnam were draftees; another third enlisted specifically to avoid the draft.

A 1968 Defense Department survey found 47 percent of volunteers cited draft-related motivations as their primary reason for enlisting. Only 6 percent named patriotism. Resistance was fierce: draft card burnings began in 1964, and by 1969, student body presidents from over 250 universities had jointly written to the White House in protest.

Outlook [Expert Analysis]

The shift to automatic registration is likely to reignite tensions between administrative efficiency and civil liberties. Proponents argue the change promotes equity by eliminating registration gaps that disproportionately affect low-income and less-informed populations.

Critics, however, contend this is not merely an administrative reform but infrastructure preparation for a potential future draft — particularly given the administration's broader push for consolidated federal data systems. Should geopolitical tensions with China escalate and Congress authorize a draft, this database would serve as the immediate mobilization backbone.

The question of whether women should be included in registration obligations is also likely to resurface, intersecting with ongoing debates over gender equity within the armed forces.
