As the war with Russia continues, Ukraine faces significant pressure on its medical infrastructure. Confronted with the triple challenge of treating frontline casualties, protecting civilians, and maintaining existing healthcare services, adjusting the legal framework for healthcare facility operations to match current realities has become essential.

Healthcare regulatory reform holds importance in the following aspects:
