Catalan Language Services Still Insufficient After Law Implementation

Andorra's Minister of Culture, Mònica Bonell, recently emphasized the need for a realistic approach in an interview reviewing the 18-month progress of the Official Language Law (Llei de la llengua pròpia i oficial).

Since implementation, 55 violations have been detected, but fines were actually imposed in only 1 case. Minister Bonell acknowledged that "we all know that Catalan language services are not at the level we want."

Why the Gradual Improvement Approach Was Chosen

The low number of fines is due to procedures mandated by the law. When the Ministry of Commerce receives a complaint, it first confirms the violation, and if confirmed, gives an opportunity to correct it within the timeframe specified by law. Many businesses and merchants improve the issues during this period, so it doesn't reach the point of sanctions, she explained.

Minister Bonell stated, "Our intention is for businesses to recognize that they must guarantee Catalan language services," adding that "Andorra is a country that receives many tourists and needs staff to serve them, so we must give these employees time to adapt."

The Reality of Summer Peak Season

Walking through the commercial centers of Andorra la Vella and Escaldes during the peak season in August and entering shops, the minister candidly admitted that "we all know we don't receive the level of Catalan service we want."

However, she added, "We must understand that temporary employees are hired to work only a few months during summer." This is interpreted as an effort to find a balance between Andorra's economic structure dependent on the tourism industry and practical language policy.

Venice Biennale Participation Plans

Regarding cultural policy, Minister Bonell also mentioned plans for Venice Biennale participation. Andorra will not participate in the 2026 Biennale but is considering a return in 2028.

Because participation costs reach €300,000 per event, they are exploring cooperation with other small countries such as San Marino. "It will be meaningful if we think artists can benefit," the minister said.

National Museum Site Still Undecided

Plans to establish the National Museum (Museu Nacional) are still ongoing. Minister Bonell stated, "We are considering a cultural space concept that goes beyond a traditional museum," mentioning the possibility of synergy with the Espai Capital project.

After establishing the concept and finalizing space requirements, they plan to examine whether it can be incorporated into Espai Capital's public plaza space.

Thyssen Collection Collaboration Continues

Although the 10-year collaboration agreement with the Thyssen Collection, signed in 2016, expires next year, the government has clearly expressed its intention to continue the partnership. Minister Bonell stated, "The Thyssen Collection has globally recognized value, and we want to continue this collaboration."
