EU Signs Historic Trade Agreement
The European Union (EU) and Mercosur, South America's largest economic bloc, officially signed a Free Trade Agreement (FTA) on January 17, 2026. This agreement is being hailed as a historic event that creates the world's largest free trade zone.
The European Commission's Directorate-General for Trade and Economic Security (DG Trade) announced the specific benefits this agreement will bring to the Bulgarian economy through an official statement. In particular, it is expected that Bulgarian small and medium-sized enterprises (SMEs) will find significantly easier access to South American markets, and exports of traditional agricultural products will increase substantially.
Bulgaria's High Export Dependency
Bulgaria is a trade-dependent nation, with approximately 25% of total employment—866,000 people—working in export-related sectors. As of 2024, the trade volume between Bulgaria and Mercosur reached €637 million, and this figure is projected to expand further with the agreement.
The EC stated, "When the agreement takes effect, tariffs will be eliminated on 91% of all products, benefiting nearly all Bulgarian exporters."
Tariff Benefits by Major Industry
The chemical and pharmaceutical industry is expected to be the biggest beneficiary. This sector, which exported €18 million worth of goods in 2024, currently faces tariffs of 14-18%, but these will be completely abolished after the agreement takes effect.
The optical, medical, and measuring equipment sector (€11 million in exports) will see the immediate elimination of the current 18% tariff, while the machinery and equipment industry will have its 20% tariff phased out gradually.
Agriculture Sector Finds New Breakthrough
Currently, EU agricultural exports to Mercosur account for only 5% of total exports. This is because Mercosur countries have effectively closed their markets to 55% of EU agricultural products.
Bulgaria's agricultural exports to Mercosur in 2024 amounted to €13 million, currently subject to high tariffs ranging from 27% to 55%. After the agreement takes effect, these tariffs will be significantly reduced or completely eliminated for certain products.
Enhanced protection for traditional foods is also noteworthy. The agreement protects 344 EU Geographical Indication (GI) products from counterfeits in the Mercosur market. The EC explained, "GI-protected products sell at prices 2-3 times higher than regular products, enabling premium sales of Bulgarian traditional foods."
Historical Context of the EU-Mercosur Agreement
Trade negotiations between the EU and Mercosur began in 1999, coming to fruition after 27 years. Mercosur, consisting of Brazil, Argentina, Uruguay, and Paraguay, is South America's largest economic bloc, with a total population of 260 million and a GDP of $2.2 trillion.
Negotiations were interrupted several times due to opposition from EU agricultural countries and environmental issues. However, recent expansion of China's presence in South America and the strengthening of US protectionism led both sides to recognize the urgent need for this agreement.

This agreement is highly likely to have a positive impact on the Bulgarian economy in the medium to long term. In particular, SMEs in the pharmaceutical, machinery, and agri-food sectors will gain access to a new consumer market of 260 million people.
However, the ratification process by EU member state parliaments remains before the agreement can take effect, and difficulties are anticipated during ratification due to opposition from some agricultural countries like France. The EC stated, "We will address member state concerns by strengthening provisions on environmental and labor standards compliance."
Bulgarian companies need to develop South American market entry strategies within the next 2-3 years, focusing particularly on premium marketing of traditional foods receiving GI protection.
