The British art publication The Art Newspaper reported that Anastasia Karneeva, appointed as the Russian pavilion's artistic director, is the daughter of Sergey Chemezov, deputy chairman of Rostec, a Russian state-owned defense conglomerate subject to EU sanctions. Rostec is a major Russian weapons production and export company directly involved in manufacturing weapons used in the Ukraine war.

EU Commission officials emphasized that "member states, institutions, and organizations must act in accordance with EU sanctions and should not provide a platform to individuals who actively support or justify the Kremlin's invasion of Ukraine." They added that "culture should promote and protect democratic values, foster open dialogue, diversity, and freedom of expression, and must never be used as a platform for propaganda."

Divergence Between Italian Government and Biennale Foundation

Interestingly, Italy's Ministry of Culture has drawn a clear line between itself and the Venice Biennale Foundation. The Italian government stated in an official position that the decision to reinstate the Russian pavilion was made "despite the Italian government's opposition." While the Venice Biennale receives Italian government support, its board of directors operates independently.
