Bulgaria's High Export Dependency

Bulgaria is a trade-dependent nation, with approximately 25% of total employment—866,000 people—working in export-related sectors. As of 2024, the trade volume between Bulgaria and Mercosur reached €637 million, and this figure is projected to expand further with the agreement.

The EC stated, "When the agreement takes effect, tariffs will be eliminated on 91% of all products, benefiting nearly all Bulgarian exporters."

Tariff Benefits by Major Industry

The chemical and pharmaceutical industry is expected to be the biggest beneficiary. This sector, which exported €18 million worth of goods in 2024, currently faces tariffs of 14-18%, but these will be completely abolished after the agreement takes effect.

The optical, medical, and measuring equipment sector (€11 million in exports) will see the immediate elimination of the current 18% tariff, while the machinery and equipment industry will have its 20% tariff phased out gradually.

Agriculture Sector Finds New Breakthrough

Currently, EU agricultural exports to Mercosur account for only 5% of total exports. This is because Mercosur countries have effectively closed their markets to 55% of EU agricultural products.

Bulgaria's agricultural exports to Mercosur in 2024 amounted to €13 million, currently subject to high tariffs ranging from 27% to 55%. After the agreement takes effect, these tariffs will be significantly reduced or completely eliminated for certain products.

Enhanced protection for traditional foods is also noteworthy. The agreement protects 344 EU Geographical Indication (GI) products from counterfeits in the Mercosur market. The EC explained, "GI-protected products sell at prices 2-3 times higher than regular products, enabling premium sales of Bulgarian traditional foods."

Historical Context of the EU-Mercosur Agreement

Trade negotiations between the EU and Mercosur began in 1999, coming to fruition after 27 years. Mercosur, consisting of Brazil, Argentina, Uruguay, and Paraguay, is South America's largest economic bloc, with a total population of 260 million and a GDP of $2.2 trillion.

Negotiations were interrupted several times due to opposition from EU agricultural countries and environmental issues. However, recent expansion of China's presence in South America and the strengthening of US protectionism led both sides to recognize the urgent need for this agreement.
