Heritage Under Fire

UNESCO has placed 39 World Heritage sites in Lebanon under so-called 'Enhanced Protection' at the request of the Lebanese government. The move comes as ongoing armed conflict in the Middle East poses severe threats to the region's rich cultural legacy. Lebanon now holds more sites under this designation than any other country in the world.

Since the outbreak of hostilities, UNESCO has received damage reports from more than 20 cultural sites. Five have been officially confirmed damaged: the Golestan Palace, Sa'dabad Palace, and old Senat Palace in Iran, a synagogue, and the ancient city of Tyre in Lebanon. Krista Pikkat, Director of Culture and Emergencies at UNESCO, stated that the organization verifies reports "through satellite imagery by analyzing before-and-after images, or through on-site inspections."

What Is 'Enhanced Protection'?

Enhanced Protection is the highest level of legal safeguard available under the Second Protocol to the 1954 Hague Convention. According to Pikkat, it is "granted to sites of greatest importance to humanity" and provides "the highest level of immunity from military attacks."

Critically, the framework carries legal teeth: any state or party failing to comply could be guilty of a war crime. On the ground in Lebanon, UNESCO works with the Directorate General of Antiquities on emergency inventories, storage rehabilitation, evacuation guidelines for movable heritage, and marking sites with the Blue Shield emblem.

Roots in 1954

The framework traces back to the aftermath of World War II, when widespread destruction of cultural sites prompted the international community to adopt the 1954 Hague Convention. The 1999 Second Protocol introduced the Enhanced Protection tier, raising the bar for legal immunity.

Yet the gap between legal frameworks and reality remains stark. The destruction of Palmyra during the Syrian civil war and the Taliban's demolition of the Bamiyan Buddhas underscore the limits of international law absent enforcement mechanisms.

More Than Stones and Mortar

UNESCO insists the stakes go beyond physical structures. Heritage sites form the backbone of community identity — especially in times of conflict, they offer comfort and cohesion. When they are deliberately targeted, the result is deepened trauma, entrenched resentment, and delayed post-war recovery.

"It's the living heritage of communities that is under threat," Pikkat emphasized. The destruction of educational, cultural, media, and scientific institutions dismantles the very foundation on which post-conflict societies must rebuild.
