According to multiple reports, U.S. forces struck two boats in the Pacific on April 11, killing two people in the first attack and leaving one person shipwrecked. A second strike that same day killed three more. On April 13, another strike in the Eastern Pacific killed two additional people.

Why It Matters

The strikes represent a radical departure from decades of U.S. drug enforcement practice, which relied on law enforcement agencies detaining suspects for criminal prosecution. Critics — including legal experts and members of Congress from both parties — say the attacks constitute illegal, extrajudicial killings.

Brian Finucane, a former State Department lawyer and specialist in counterterrorism law and the laws of war, warned that "these lawless killings" risk becoming "background noise." He stressed that the military is not legally permitted to deliberately target civilians — even suspected criminals — who do not pose an imminent threat of violence.

The Trump administration claims its targets are members of criminal cartels and gangs but has refused to name the organizations or provide evidence against individual victims.

Survivors Left to Drown — or Killed

The treatment of survivors has drawn particular condemnation. After the April 11 strike, U.S. Southern Command alerted the Coast Guard to a person in distress. A French cargo ship, MV Marius, diverted to the scene but left empty-handed due to fuel constraints. A U.S. research vessel, RV Sikuliaq, conducted two search patterns before the Coast Guard officially suspended its efforts on April 14 with no signs of survivors or debris.

A more disturbing case occurred on September 2, 2025, when two survivors clung to wreckage for nearly 45 minutes after a strike. Admiral Frank Bradley, then head of the Joint Special Operations Command, sought legal guidance and then ordered a follow-up attack that killed both men.

Operation Expanding to Land

The campaign has now moved beyond maritime operations. U.S. forces have begun conducting so-called bilateral kinetic actions along the Colombia-Ecuador border. Acting Assistant Secretary Joseph Humire announced "Operation Total Extermination" last month, framing it as a joint U.S.-Ecuador military offensive against transnational criminal organizations.

Legal experts say Congress remains the institution best positioned to halt the strikes — though meaningful legislative action before the midterms is considered unlikely. Finucane has called on political figures with 2028 ambitions to commit to accountability for those who participated in unlawful killings.
