Edem Wosornu, Director of OCHA's Crisis Response Division, delivered a stark warning to the UN Security Council on April 14: a decade of conflict has left Yemenis "hanging by a thread — and that thread is now fraying." More than 22 million people require humanitarian assistance, a figure that continues to climb.

Three crises converge simultaneously: the accumulated damage of a decade-long civil war, the spillover effects of escalating regional conflict, and a widening gap in international funding.

The Numbers Behind the Catastrophe

The statistics presented to the Security Council paint a devastating picture. Over 18 million Yemenis face severe hunger, and two out of three families are forced to skip meals daily. More than two million children under five suffer from acute malnutrition, and over one million pregnant and breastfeeding women face life-threatening complications due to undernourishment.

Healthcare access has effectively collapsed. Over 19 million people lack access to medical services, and vaccine-preventable diseases are spreading rapidly. Wosornu noted that the Houthis are arbitrarily detaining 73 UN staff members, seizing assets, and severely restricting access, while regional conflict has disrupted supply chains throughout the area.

Regional Conflict Fuels the Fire

Hans Grundberg, the UN Secretary-General's Special Envoy for Yemen, warned after a recent visit to the temporary capital of Aden that "Yemen has little margin to absorb more shocks" after a decade of conflict. Fuel and food costs have surged due to regional tensions. Obstruction of government exports, a divided central bank, and what Grundberg called "the broader weaponisation of economic life" compound the pressure.

The fragile US-Iran ceasefire has held for over a month, but the Houthi military wing launched attacks against Israel in late March. At the start of last week, China and Russia vetoed a Security Council resolution aimed at deterring interference with navigation through the Strait of Hormuz and the Bab-el-Mandeb Strait.

A Decade in Conflict

Yemen's civil war escalated in 2014 when Houthi forces seized the capital Sana'a, prompting a Saudi-led military intervention in 2015. A UN-brokered truce in April 2022 reduced large-scale fighting, but the outbreak of the Israel-Hamas war in 2023 gave the Houthis a pretext to resume attacks on Red Sea shipping. The Security Council passed Resolution 2722 in 2024 demanding a halt to such attacks, with limited effect.
