At a press conference announcing the bill, Minister Yannis Kefalogiannis stated, "While the existing civil protection system has evolved, institutional gaps and role ambiguities have been revealed in actual field situations. This reform is designed to resolve structural problems based on accumulated experience."

The core of the bill is the organizational restructuring of the national crisis management system. Regional disaster response centers will be established in each of Greece's 13 regional administrations, with each center developing prevention and response strategies tailored to local characteristics.

A specialized organization will be created for the first time to predict wildfire probabilities in advance and develop preemptive response measures based on meteorological data. Minister Kefalogiannis emphasized, "The more we invest in prevention, the less burden we must bear in crisis situations. Focusing on advance preparation rather than post-disaster response is the new principle."

Another pillar of this reform is ensuring accountability. The roles of each agency and official in the disaster response process will be clearly defined, and post-evaluation systems will be mandated. This measure aims to resolve problems where responsibility has been unclear during disaster response failures, leading to repeated controversies.
The bill targets parliamentary passage by the end of February, with some provisions to be immediately applied from this summer's wildfire season. A process to gather input from experts and civil society through public hearings will begin soon.

Greece's initiative reflects a common challenge for Mediterranean coastal nations where extreme weather events such as wildfires and floods occur frequently due to climate change.
