German Chancellor Friedrich Merz has clearly ruled out the possibility of tax increases. On August 31, Chancellor Merz emphasized at a press conference that tax hikes are not an option in the government's current economic growth policy.
On the same day, Christian Social Union (CSU) leader Markus Söder also aligned with Chancellor Merz's position, saying "absolutely not" to demands for tax increases. Social Democratic Party (SPD) Labor Minister Andrea Nahles also announced a freeze on the citizen's allowance (Bürgergeld), demonstrating her commitment to curbing welfare spending growth.
The Dilemma of Economic Growth vs Fiscal Pressure
The German government's firm anti-tax stance is driven by two challenges: sluggish economic growth and fiscal pressure.
In 2025, the German economy's growth momentum has weakened as energy prices and inflation have surged due to the aftermath of the Iran war. With gasoline prices soaring, the government has submitted emergency measures to parliament and recently launched a task force to stabilize food prices.
In this situation, there are significant concerns that tax increases could burden both households and businesses. Chancellor Merz stated that "a united Europe is the most important guarantee of our security," emphasizing that strengthening European solidarity through economic stability is the priority.
Welfare Spending Restraint and Political Calculations
Labor Minister Nahles's announcement to freeze the citizen's allowance reflects pressure to reduce fiscal spending. The citizen's allowance is Germany's basic livelihood security system, and it has been customary to increase benefit amounts during periods of rising prices. However, this year, the government decided to freeze benefit amounts despite inflation.
This appears to be an attempt to secure fiscal soundness while avoiding political burdens. By restraining welfare spending instead of raising taxes, the government can reduce fiscal deficits while avoiding tax resistance from the middle class.
Meanwhile, former Chancellor Gerhard Schröder endorsed Merz's foreign policy, stating that "Germany must not become involved in the Iran war under any circumstances." This is interpreted as a concern that military intervention amid an economic crisis would lead to additional fiscal burdens.
Solar Power Support Reduction Controversy
Around the same time, Economy Minister Katharina Reiche (CDU) announced plans to reduce renewable energy support policies, sparking controversy. The plan includes raising grid connection costs for new solar power plants and cutting subsidies for residential solar panels.
As renewable energy support, which was central to the energy transition (Energiewende) policy, retreats due to fiscal pressure, concerns are being raised that Germany's climate goals may be compromised.
Government's Next Steps
The Merz government is expected to maintain growth-oriented policies with the goal of reviving the economy without tax increases. However, if the Iran war prolongs and energy and food price instability continues, the government may face a situation where it must seek alternative means to secure fiscal resources.
The Federal Ministry of Justice plans to submit legislation soon to punish AI-generated fake images (deepfakes), and the Transport Ministry is under pressure from an EU court ruling on rail tolls, among various issues the government must address simultaneously.
