Panama's President José Raúl Mulino and Brazil's President Luiz Inácio Lula da Silva held a summit in Panama, agreeing to comprehensive cooperation strengthening in trade, investment, logistics, and environmental sectors.
This meeting became an opportunity to deepen bilateral relations following President Mulino's visit to Brazil in August 2025. Strategic cooperation to utilize Panama as a Latin American logistics hub emerged as a key priority.

President Mulino announced that Panama would leverage its associate member status in the Southern Common Market (Mercosur) to deepen Economic Complementation Agreement No. 76 and pursue a bilateral trade agreement with Brazil. Additionally, they signed a Cooperation and Investment Facilitation Agreement (ACFI), establishing a framework for mutual investment protection and dispute prevention.

In agriculture, they agreed to cooperate on food security, agricultural technology innovation, animal and plant health, and family farming support. This aims to ease food inflation and promote fair agricultural trade.
Health cooperation is also being strengthened. Panama's Regional Vaccine and Biopharmaceutical Research Center and Brazil's Oswaldo Cruz Foundation (Fiocruz) established a cooperative framework. This is expected to serve as a cornerstone for enhancing health security across Latin America.
In environmental matters, they set energy transition, climate change response, and biodiversity protection as joint agenda items. As both countries possess Amazon and Central American rainforests, they decided to actively pursue sustainable development models.
Welcoming Mercosur-EU Agreement, Reaffirming Multilateralism
Both leaders welcomed the recently concluded Mercosur-European Union (EU) trade agreement, evaluating it as an important milestone in Latin American economic integration. They also reaffirmed their shared commitment to multilateralism and sustainable development.
This summit covered areas including tax cooperation, maritime transport, tourism, and science and technology, with the defense sector mentioning a contract between Brazil's Embraer and Panama's National Security Service (SEN).
