The total premium for the two-year period was HK$337,700. At the time of the fire, Hung Fook Court was undergoing extensive exterior wall renovation work, and China Taiping Insurance (Hong Kong) had also contracted construction all-risk insurance and workers' insurance.
Law Siu-hung, President of the International Professional Insurance Advisers Association, pointed out: "With this scale of casualties in a large apartment complex housing 1,984 households, HK$2 billion will be insufficient to compensate for all losses."

On November 27, The Hong Kong Jockey Club announced it would allocate HK$100 million (approximately $17.5 million) from its Emergency Relief Fund to support victims.
