NASA's '10-year Venus exploration' plan faces crisis due to budget pressure

Some of the three Venus exploration missions may be unsustainable

Summary
  • Some of NASA's three planned Venus exploration missions are in jeopardy due to budget pressures.
  • The Da Vinci mission is expected to be launched early in December 2030 and lead the exploration of Venus.
  • The ESA-led Envision mission is exploring alternatives due to uncertainty over NASA's provision of radar equipment.

Key issue: Venus exploration mission in danger of being scaled back

Louis Proctor, director of the National Aeronautics and Space Administration (NASA)'s Planetary Science Division, said at a town hall at the Lunar and Planetary Science Conference held in Texas on March 16 that it may be difficult to proceed with all planned Venus exploration missions due to budget pressures. "We're doing our best for Venus, but it's a difficult environment," Proctor said. "Not everything can move forward."

The fiscal year 2026 appropriations bill allocates $2.54 billion to the Department of Planetary Sciences. This is higher than the $1.89 billion proposed by the administration, but is a decrease of about $200 million compared to the previous year.

Why is this important?

Three large-scale missions are at the core of the ambitious plan that the scientific community is currently calling the 'Decade of Exploration of Venus'. These are the DAVINCI and VERITAS missions led by NASA, and the Envision mission led by the European Space Agency (ESA).

“Sustaining all three Venus missions will be a challenge,” Proctor acknowledged. NASA is currently still negotiating with ESA about its role in the Envision mission. In the original plan, NASA was to provide the VenSAR instrument, a high-resolution radar system to map Venus' surface topography, but financial constraints have forced ESA to consider the alternative of working with member countries to develop the radar instrument itself.

If Envision is not launched by 2033, it could be delayed by at least three years due to planetary alignment constraints, so meeting schedule is critical.

Historical context of Venus exploration

Venus was once a major target for space exploration. In the 1960s and 1970s, the Soviet Union's Venera program sent the first probes to land on the surface of Venus, and NASA's Magellan probe mapped the surface of Venus with radar in the early 1990s. However, for about 30 years, exploration of Venus was relatively neglected compared to Mars.

In the 2020s, scientific interest in Venus heightened again as controversy arose over the detection of phosphine, which suggested the possibility of life in the Venusian atmosphere. Accordingly, NASA and ESA are planning a series of Venus exploration missions from the mid-2020s to the early 2030s.

Future outlook [AI analysis]

Of the three missions, Da Vinci is likely to be the first to open a new era of Venus exploration. Natasha Johnson of NASA's Goddard Space Flight Center announced that Da Vinci's launch target has been advanced from 2031 to December 2030. The probe is scheduled to arrive at Venus in January 2033 and release a descent probe, which will pass through Venus' thick atmosphere and transmit measurement data and images to the surface.

The Veritas mission is “slowly expanding,” and the 2026 appropriations bill allocates $99 million to da Vinci. “We had a very limited budget, but we kept moving forward,” Johnson said. “We’re doing more with less, or doing the best we can.” Science teams are also conducting field exploration in similar environments such as Iceland.

If budget constraints persist, either Envision or Veritas are likely to experience significant scale downs or schedule delays. However, if new data on Venus's atmosphere is obtained through da Vinci, it could become an important reference point in rebalancing the scientific priorities of subsequent missions.
