Zelenskyy announced via his Telegram channel that he consulted with leaders from over 10 countries, including French President Emmanuel Macron, German Chancellor Friedrich Merz, UK National Security Adviser Jonathan Powell, and Italian Prime Minister Giorgia Meloni, as well as leaders from Canada, Denmark, Poland, the Netherlands, Norway, and Sweden. EU Commission President Ursula von der Leyen and NATO Secretary General Mark Rutte were also included in the coordination network.
This extensive diplomatic activity is far from mere courtesy calls. As questions arise about potential shifts in U.S. policy toward Ukraine following the Trump administration's inauguration, this is interpreted as a strategic move to align positions in advance with European allies.
Core Message: 'Stop Putin's Manipulation'
In his statement, Zelenskyy emphasized that "a strong position both on the frontlines and in diplomacy is needed to prevent Russian President Vladimir Putin from manipulating or evading genuine peace."
He clearly expressed his determination to block any room for Russia to impose its own conditions, stating that "the world has sufficient power to guarantee security and peace." This essentially amounts to a declaration to defend Ukraine's red lines at the negotiating table.
The Ukrainian government currently maintains territorial sovereignty, security guarantees, and post-war reconstruction support as core negotiating conditions, and this coordination with European allies is understood as a process to secure advance support before conveying these positions to the United States.
Canada Visit Secures $2.5 Billion in Economic Support
On the same day, Zelenskyy visited Halifax, Canada, for talks with Prime Minister Mark Carney. Prime Minister Carney pledged economic support worth 2.5 billion Canadian dollars (approximately 2.5 trillion won).
These funds will be invested in rebuilding energy infrastructure destroyed by Russian attacks and economic recovery. Prime Minister Carney expressed his commitment to long-term support, stating that "solidarity with Ukraine is essential for fair and sustainable peace."
To the U.S. Negotiating Table: Five Key Agenda Items Prepared
Zelenskyy is scheduled to meet with President Trump in Washington on the 28th. Ukrainian sources indicate that this meeting will address five core agenda items: ① security guarantees, ② continued weapons support, ③ economic reconstruction package, ④ NATO membership pathway, and ⑤ ceasefire conditions.
Before departure, Zelenskyy stated "we have made many compromises" and revealed that he has prepared a ceasefire proposal consisting of 20 items, while also making clear that there are "lines that cannot be crossed." His mentioned 'red lines' reportedly include peace without territorial concessions and no disarmament without security guarantees.
Implications for South Korea
Ukraine's large-scale diplomatic offensive carries significant implications for South Korea as well. With North Korea substantially intervening in the Ukraine war by providing weapons and troops to Russia, the Korean Peninsula's security environment is also directly affected by the outcome of this war.
If Ukraine reaches a ceasefire under unfavorable conditions or Western support weakens, military cooperation between North Korea and Russia is likely to strengthen further. Conversely, if Ukraine maintains solidarity with Europe and the U.S. while holding a strong position, it could have a certain restraining effect on the North Korea-Russia alliance.
The South Korean government continues humanitarian aid and reconstruction cooperation with Ukraine, and is strengthening coordination with allied nations in the process of reshaping the global security order.
