Latin American Diplomacy Joins Hands with Academia
The Chilean government is strengthening cooperation with academia to respond to the rapidly changing international landscape. Chilean Foreign Minister Alberto van Klaveren attended the opening ceremony of the Central University's Center for International Political Studies (CEPI) on September 3, emphasizing the role of academia by stating that "more reflection and tools are needed to analyze the confusing international reality."
The event brought together university officials, diplomats, scholars, and students to discuss ways to strengthen the linkage between foreign policy and academic research. Minister van Klaveren emphasized the complementarity between academic research and actual diplomatic implementation, noting that "all public policies require inputs of information and analysis, much of which comes from the university community."
The Role of Universities Amid Multipolarization and Fragmentation
In his opening remarks, Central University President Santiago González diagnosed that "current military conflicts and economic tensions are profoundly affecting the international order," adding that "international society is moving toward an increasingly fragmented and multipolar order, with weakening global coordination capacity and multilateral institutions."
President González explained the rationale for establishing CEPI, stating that "universities must be concerned about the unfolding of international conflicts and take the lead in providing critical and rational analysis of political-international trends."
CEPI Director Edgardo Riveros Marín highlighted Minister van Klaveren's academic background, noting that "the Minister is a distinguished scholar whose writings are widely cited and referenced, and this rich academic career serves as an important foundation for conducting our country's foreign policy."
Academic Research as the Foundation of Policy Formulation
Minister van Klaveren welcomed the establishment of CEPI as "very good news," expressing that he "looks forward to the initial analyses and contributions the Center will provide across the various domains that constitute international reality."
He emphasized that universities play an "absolutely central role" in the design and evaluation of foreign policy, adding that "I believe there is a very central role and great complementarity between academic research and the implementation of foreign policy."
The event concluded with closing remarks by Dr. Patricio Silva Rojas, Chairman of Central University's Board of Directors, who shared reflections on the university's mission and the importance of dialogue as a diplomatic tool.
Implications for South Korea
Chile's case provides important reference points for Korean diplomacy. In a complex international environment characterized by US-China competition, a new Cold War structure, and weakening multilateralism, South Korea also needs to strengthen foreign policy research through cooperation with academia.
